Dubai Holding — Bay Street Murals That Made History

The Commission

Dubai Holding is one of the UAE's most significant government-linked property and investment groups — the organisation behind some of Dubai's most iconic developments, from Business Bay to Jumeirah Beach Residence to the Dubai Marina district. When they commissioned Blenc Art to create a landmark mural installation for the Bay Street development, it represented one of the most prominent public art commissions the studio had undertaken.

Bay Street is a mixed-use commercial and retail corridor — a destination that needed to communicate something beyond the functional. Dubai Holding's vision was to use public art to transform a stretch of the development from a walkable commercial zone into a cultural destination: a place people would visit specifically to experience the art, and that the surrounding community would be proud of.

The Challenge

Government and institutional commissions of this scale carry expectations and constraints that private commissions do not. The art had to be simultaneously ambitious and appropriate — conceptually bold enough to make an impact, but sensitive to the mixed public and commercial nature of the space. Additional considerations included:

• Scale: Large exterior mural installations require careful engineering as well as artistry — scaffold access, weather timing, UV-resistant materials, and the ability to manage complex logistics in an active commercial environment.
• Approval process: Government commissions typically involve multiple rounds of stakeholder approval, with specific requirements around cultural sensitivity, brand alignment, and institutional appropriateness. Concept presentations had to be detailed, professionally documented, and adaptable to feedback.
• Durability: Public art in Dubai's climate must be painted with materials that can withstand the equivalent of decades of UV exposure in far milder climates. Every exterior work requires UV-resistant pigments and professional protective coatings applied under controlled conditions.
• Timeline: Development timelines are fixed. Art delivery had to coordinate precisely with construction completion, fit-out, and the opening timeline of the broader Bay Street development.

Creative Concept

The creative direction for Bay Street was developed through close consultation with Dubai Holding's design and brand team. The brief called for art that felt rooted in Dubai's contemporary identity — forward-looking, cosmopolitan, and authentically connected to the city's ambition and energy — while remaining welcoming to the diverse communities that use the Bay Street development.

Blenc Art developed a concept centred on the layered, dynamic nature of Dubai itself — a city built on movement, exchange, and constant reinvention. The murals use bold graphic language, strong colour relationships, and compositional energy that commands attention at the scale of a building facade while remaining rewarding at close reading distance, with detail that reveals itself to visitors who pause to engage with the work.

The palette was developed in specific dialogue with the architectural materials and colours of the Bay Street development — ensuring the murals enhance rather than compete with the built environment. Digital visualisations were prepared showing the proposed works at scale on the actual wall surfaces before a single brushstroke was applied.

Execution

The Bay Street murals were executed by Blenc Art's team working on scaffold platforms over multiple weeks. Production coordination included:

• Surface preparation: cleaning, priming, and base coating of all surfaces prior to design painting
• Grid transfer of approved designs at full scale from digital concept to physical wall
• Multiple layers of UV-resistant exterior paint applied in sequence, with cure time managed in relation to ambient temperature and humidity
• Final protective varnish coat applied to the completed murals
• Professional photography of the completed installation for Dubai Holding's records and communications

All work was coordinated with the Bay Street development team, with access scheduled to avoid disruption to tenant occupants and the public. Safety documentation, insurance, and scaffold compliance were managed by Blenc Art throughout.

Result

The Bay Street murals are now part of the visual identity of the development — a recurring backdrop in the social media of the thousands of people who pass through the area each day. The commission established Blenc Art's capability for institutional-scale exterior public art, and opened the door to further government-sector relationships including subsequent work with Dubai Police.
